Philip David Charles Collins (né le 30 Janvier 1951 à Chiswick, Londres), est un chanteur anglais, auteur, batteur, et acteur. On peut le voir dans le troisième trailer officiel de Grand Theft Auto: Vice City Stories jouant sa célèbre chanson "In The Air Tonight", which incidentally was featured in the plot of "Miami Vice", a 1980s television show cited as one of the major inspirations and influences on Grand Theft Auto: Vice City and Grand Theft Auto: Vice City Stories. Collins is the first real-life celebrity to appear in person in the Grand Theft Auto series. Most celebrities have been spoofs of themselves while others were only mentioned and/or credited in-game for their songs.
Phil Collins à été présenté à Victor Vance dans Grand Theft Auto : Vice City Stories par Reni. Dans les trois missions, "Kill Phil: Part 1", "Kill Phil: Part 2", et "In the Air Tonight", on voit Vic essayant de protéger la star des assassins de la Famille Forelli qui essaye de le tuer car le manager de Phil, Barry Mickelthwaite refuse de rembourser l'argent qu'il doit à Giorgio Forelli.
Après avoir terminé "In the Air Tonight", le joueur peut acheter un billet pour le concert "Phil Collins: Live in Vice City" au Hyman Memorial Stadium. Le ticket coûte $6000 et permet au joueur de voir le remix de GTA du tube de Phil Collins In the Air Tonight
